Subject: [PATCH] fix(media-loader): treat any non-zero boot policy as true

LoadFile2 compared the boot policy to Boolean::TRUE, which only matches
the value 1. UEFI treats any non-zero BOOLEAN as TRUE, so check it the
same way.
